I’m not completely convinced, but Reihan makes some important points.  Tyler Cowen made the case against the Ryan Plan best.  How does a faceless bureaucrat in Richmond or Albany outperform one in DC? What are these state generated plans that will outperform federal ones? Without examples,  one is left with an empty ideology of federalism.   A key feature of the Ryan Plan is the evidence based policymaking agency and Federal oversight of the state level programs.   Absent this, there would be nothing to recommend it against the Cowen critique.
