We’re in a housing crisis caused by overregulation and the solution is to give the city more power? And to delay the payout to the landowner and developer ? Talk about a chilling effect on development and driving all but the richest and best connected developers out of business. 

Nearly every cathedral is flush with its neighbors.  Is that so hideous? The aesthetic criteria here are just special pleading by the NIMBYs.
