Since when is it a bad thing to aggresively expand your schools that substantially outperform the City’s?

The student composition allegations seem misplaced – if you’re outscoring typical schools by a factor of 2, there’s something deeper that’s going on.  And if cherry picking is an issue, the answer is regulation, not slowing expansion.
