Coordinating Welfare Expenditures

More problematically, however, is that such a commission is necessary.  Defenders of federalism argue that the states are “laboratories of democracy” and can help test potential policies.  Has it been shown, however, that the states all follow the same policy regime?  Phase-ins and outs of benefits are the sort of technocratic fixes that a top down system would excel at, especially if the states do not completely follow best practices.
